赫英全、男、满族，1961年生。先後毕业于國防大學、國家行政學院,研究生學曆。曆任解放军总后勤部參謀、秘書、副局長等職,大校軍銜。

   He Yingquan, male, Manchu, born in 1961. Graduated from the National Defense University and the National School of Administration with a postgraduate degree.
